Description
Monarchy soldiers use a variety of steam-powered packs for different functions both on and off the battlefield. Eltha’s pack is one of the most basic, using the steam produced by the pack for a variety of purposes.

Level 1
4 Focus
You cool the steam produced by your pack, producing 10 litres of water from a nozzle on the pack. The water can be used for a variety of purposes or sprayed to put out fires. The water is low-quality and not suitable for drinking, providing a sustenance rating of only 0.1 per litre.

Level 2
5 Focus
Emit a steam cloud from your steam pack, engulfing you and anyone in melee range of you in steam for three turns. Anyone inside the steam or anyone attacking a target within the steam has a -5 to Strength (Attacking) checks.

Level 3
+5 Focus
You can now launch the steam cloud up to one turn away at no extra Focus cost. You can also choose to heat your steam cloud to boiling levels for an extra 5 Focus, dealing D4 damage a turn to anyone within the cloud, ignoring armour

Level 4
4 Focus
You can now emit a small, concentrated beam of steam from a nozzle on your steam pack. This beam is superheated, acting as a cutting torch, and can be used to cut through a lock or thin metal wall.

Level 5
Passive
You can now use your steam pack as a temporary steam engine to power a piece of technology for two hours. This can only be used once every 24 hours as the steam pack needs time to recharge itself.
